The payment never rises, so prices shrink it. At last year's 3.4% CPI, the last payment in 2044 costs about 55% of today's in real terms, and the real rate is below zero. It is why your inflation sits below the national figure.

Debt: a cost, not an inflation rate
Interest is already counted in the funded ratio, so it is shown here as a burden and never added to the inflation rate. What inflation does to each debt depends on whether its rate is fixed.
$30,000 at a rate that moves with the market: each point rates rise adds $300 a year. This is the debt that does inflate.
$9,220 a year of interest. A cost to weigh, already in the funded ratio, not an inflation rate: adding it to inflation would count it twice and compound it for 30 years.
